Unconfirmed identity but looks like Mount Fuji and a stream. The 2 characters below the picture are read together as Nippon (= Japan).Mark similar to those of Fukagawa. It is possible that this and similar clear red stamped or printed marks actually. Belongs to the occupied Japan period (1945-52). The red dot following the Japanese character is unexplained.
